The Jennifer Road Detention Center is the County’s maximum security intake and pretrial release detention facility. Its population consists primarily of persons arrested and awaiting trial in Anne Arundel County who do not make their bail, and persons who require special housing for medical, mental health or behavioral reasons. JRDC is designed to hold 631 inmates.

Visiting Hours:
Inmates are permitted two visits per week with family members or personal friends. The schedule is available  by calling 410-222-7374.  Visits may be one hour in duration unless visitation activity is heavy and termination after 30 minutes is necessary. Up to 2 visitors may visit you at one time.

All visitors, unless under the age of 18 and accompanied by their parent or guardian, will be required to present a picture ID and a current address.  All visitors under the age of 18 must be accompanied by their parent or gaurdian.

My last article, “The Bail Bonds Industry Should Learn From the Banking Industry”, outlined a difficult future for the bail bonds industry if some serious issues are left unchecked. It evoked a strong response from bail bond insiders across the country and subsequently triggered a deluge of comments, emails and voice mails. While most agreed with the article's premise, that it is in everyone's best interest when the bail bonds industry is held to the highest standards, many were quick to point out that some are unilaterally making that commitment.

One of the key points in my previous article centered on the importance that public perception and sentiment plays in driving regulatory and statutory changes. If the public cries foul loud enough, their collective voice will motivate politicians and regulators to step in and respond with action.

Nothing does more to ingratiate a community to the any industry, on a local level, than grass roots charitable initiatives. Bail bond agencies frequently act as benefactors to numerous charitable causes, but often do so without recognition or fan fare. For example, Payless Bail Bond's Christmas on Wheels, gave fifty bikes to needy Las Vegas children over the holidays, but did so without press releases or an expectation of anything in return. All across the country, other stand out bail bond agencies performed similar good deeds in their own communities and with similar anonymity. Far too often, these types of activities go unrecognized by the public. At the same time, these charitable programs go a very long way in establishing bail bondsmen as integral parts of our communities and good stewards of the public's trust.

While community outreach is important, it will be a moot point, if the commitment to high ethical standards on a professional level is not achieved. Of course, regulators define what the minimum standards are in their respective states, but some bail bondsmen have taken the initiative to elevate their professionalism and committed to doing business in the highest ethical manner. Bail bondsmen demonstrate this commitment by the company they keep and the industry affiliations they maintain.

While none of the aforementioned things guarantee bail bonds will be immune from greater scrutiny or oversight. They do provide great examples of ways in which bail bondsmen can demonstrate their commitment to improving their respective communities, businesses and industry. At the end of the day, that is what the general public, regulators and law makers are looking for anyway.

The Aitkin County Jail is an 89-bed facility housing men and women. 14 Corrections Officers provide a safe and humane detention facility for persons lawfully placed in our care. The facility holds people waiting for trial and people convicted of a crime who are sentenced. This facility has received a 100% inspection rating from the Minnesota Department of Corrections for the past 4 years.

The jail in its current configuration opened in 2002 as a remodel of the 1984 jail. The jail has both linear cellblocks and direction supervision type units.

Sentenced to Serve
The jail partners with Central Minnesota Community Corrections to provide the Sentenced-to-Serve program allowing offenders to shorten sentences or pay fines through community service.

Huber law (Work release) program
The Huber law allows non-violent sentenced offenders to remain employed while serving their sentence in jail. An offender is released to go to work and immediately returns to jail at the end of the workday. Offenders wishing to be placed on the Huber program must have it included in their sentence and have employment within 30 miles of the facility. To apply for the program, contact Karla White before you report to jail.

Pay to Stay
The jail offsets operational costs by charging offenders $20.00 per day to stay in the jail and through other fees assessed to relieve taxpayer burden. Offenders are given a payment plan and other options to pay their fees. Contact Jeremy Swenson with questions about the Pay to Stay program.

In addition, the jail does sell open beds to other counties to relieve their overcrowding on a space available basis.

History of the Detention CenterThe Sheriff of Allegany County has been responsible for protecting the citizens of Allegany County by providing a secure holding facility for persons legally placed in confinement within Allegany County. The Corrections Division of the Sheriff’s Office is mandated to provide for the safety of the inmates placed into its custody by maintaining a humane living environment at the Detention Center, while also providing a safe working environment for the staff of the center. The facility operates upon the following principles:

The physical, emotional, and psychological well-being of inmates are primary concern. A variety of programs are provided to aid interested inmates with their reintegration process.
In order to meet these goals, a sufficient number of trained staff are provided to maintain the operation of the facility. The entire staff of the center are dedicated to providing a correctional program that meets applicable County, State, and Federal standards. Concerted efforts are made to ensure that the inmates’ human rights and dignity are not violated. Captain Roger L. Cutter serves as the Assistant Administrator of the center.

The Detention Center is currently located in Cresaptown, Maryland in the new Direct Supervision facility for which the Grand Opening was held in April of 2002. This new state of the art facility will accommodate 300 inmates upon completion of phase two construction at a later date. The new facility is located at 14300 McMullen Highway (U.S. Rt. 220 south) in Cresaptown, Maryland.

StaffingCurrently, the detention center employs in addition to the Assistant Administrator, one administrative assistant, and a full time certified correctional staff.
Any person who has custodial supervision of inmates must attend a Maryland Police Training Commission approved Correctional Academy before entering the facility to work. This academy runs from 5 to 8 weeks in length, depending upon the location of the academy. Additionally, each officer must complete eighteen hours of approved in-service in order to maintain Correctional Officer certification.

The Allen parish Correctional Center was established in 1913. The newer facility, what was put into service in 1966 houses the inmates, it is called The White House. Presently, the corrections facility is able to house 41 prisoners, deu to the fact that they have more than the facility available, they can actually hold approximately 45 additional inmates.
